Can you be more specific, Samuel?  Whether we like it or not, at this point America is intricately involved in the success of Iraq.  What do we need to do in order to maximize the probability of them succeeding and building an independent, dynamic and innovative government?  What can you specifically pull from the Federalist Papers that would be insightful for, say, President Bush to understand as he is faced with this situation.</description>

The federalist papers are a masterpiece on all of these questions.  Democracy is only as good as the citizens of that country make it. Democracies can turn authoritarian e.g. Venezuela, post WWI Germany, Present day Russia. The people need to step up and not let their country be hijacked by radicals.  Iraqis have to stand up and not let their political process be overrun.</description>
